Marvin's Mailbox has been sitting under Marvin for months as a stunt.
Quests
Speak with Marvin. He's running out of snacks and doesn't want to end his 7-months-and-counting stunt just yet. He needs you to get a case of Snackle Cakes, a terrible snack with incredible shelf-life, which he used to get from Hiram's Grocery nearby. He marks it on your map.
Travel to Hiram's.
- Bring a crowbar to get into the defunct boarded-up grocery.
- Search the counter to reveal on your map Snackle Mills, the onetime producer of Snackle Cakes.
- Go to Snackle Mills and find a case of Snackle Cakes in the truck parked outside.
- You can break into the factory to confront the Doughboys gang and their boss, but it's not part of this quest.
- Return to Marvin.
He'll teach you to be an Expert Sitter (a +1 Moxie perk) and pay 100 
for your trouble.
Interactions
You can knock on strangers' doors here and introduce yourself, using real or fake names. They don't seem interested in speaking to you. After puzzling out all the options, you'll find... that this has no effect on anything at all.
