This item is part of the Cursed items found across Chapters. Return it to Jessica in Murray's Antique Store and uncursing it transforms into Uncursed Fedora.

Terribly Cursed Fedora gives the wearer the ability to use shadow talk regardless of the shadow taint level, which easily causes potential combat encounters to easily spook by the shadow talk. There are a few exceptions to this, such as the crazed man at the basement of S.I.T. (Library)

Utilizing the effect will slowly increase the taint level.

Trying to use the effect on Shadow President Margaret in the resolution reveals that the hat used to belong to her father. She is not affected by the shadow talk.
